MESSAGE FROM THE OFFICE OF THE VICE PRESIDENT FOR
RESEARCH, INNOVATION, AND EXTENSION

The Office of the Vice President for Research, Innovation, and Extension (OVPRIE) provides strategic leadership in advancing Tarlac State University’s mandate for knowledge creation, technological advancement, and community transformation. It ensures that research, innovation, and extension are purposefully integrated, future-oriented, and aligned with the University’s vision and national development goals.

Guided by quality assurance and continuous improvement, the OVPRIE implements systematic planning, monitoring, and evaluation across all functions. It also prioritizes capacity-building through training, mentoring, and professional development to strengthen competencies in research, innovation, intellectual property management, and extension while ensuring the responsible use of institutional resources.

The OVPRIE oversees key offices and specialized centers, including the Office of University Research Development, the Office of University Extension Services, the Office of Innovation and Business Development, and research centers in food technology, engineering, community governance, natural products, peace, indigenous development, and solar technologies. These units serve as platforms for focused, interdisciplinary, and collaborative initiatives in priority areas.

In pursuit of excellence, integrity, and relevance, the OVPRIE cultivates a dynamic research environment where ideas lead to discoveries and discoveries generate solutions. The Office promotes high-quality and ethical research by strengthening faculty and student capabilities, fostering interdisciplinary collaboration, and supporting initiatives that address critical social, economic, environmental, and technological challenges. It likewise advances the translation of research into tangible societal benefits through dissemination, utilization, and stakeholder engagement.

Innovation is pursued as a driver of impact and application. The OVPRIE fosters an ecosystem that supports creativity, protects intellectual property, and accelerates technology transfer and commercialization. Through strong partnerships with industry, government, and innovation networks, the Office positions the University as a catalyst for innovation-led growth and sustainable development.

Extension and community engagement reflect the University’s commitment to inclusive and responsive development. In collaboration with the Office of University Extension Services, the OVPRIE advances research-informed, needs-based extension programs that empower communities, build local capacities, and improve quality of life. Partnerships with local governments, national agencies, and community organizations ensure these initiatives are relevant, sustainable, and impactful.

Through collaborative leadership and strategic partnerships, the OVPRIE envisions Tarlac State University as a leading hub of knowledge, innovation, and community engagement—where research informs policy, innovation drives progress, and extension transforms lives.
